Khmer New Year in Cambodia Khmer New Year, or ââ¬ËBon Chol Chhnam Thmeiââ¬â¢ in the Khmer language, is the greatest traditional festival and national holiday in Cambodia, and the celebration last for three days. Khmer New year starts on April the 13th, 14th or 15th depending on the ancient horoscope ââ¬Å"Maha Sangkranâ⬠, 2012 it starts on the 13 of April. The majority of the Cambodians are still farmers and Khmer New Year marks the end of the harvest season when farmers enjoy the fruits of their labor and relax before the start of the rainy season.In the villages the people engage in traditional Khmer games, they play games such as the Bas Angkunh ââ¬Ëseed throwingââ¬â¢, Chaol Chhoung ââ¬Ëtwisted-scarf throwingââ¬â¢, Leak Kanseng ââ¬Ëtwisted-scarf hideââ¬â¢ and dance to traditional Khmer songs. The first day of Khmer New Year is called ââ¬Å"Maha Sangkranâ⬠, Sangkran means movement and refers to that the sun is moving into a new Zodiac sign and Ma ha means great. Some say that Maha Sangkran means welcome to the new spirits. In the morning the Cambodians will go to the temple and offer food to the monks and receive blessings.During this time the Cambodians clean and decorate their homes and prepare fruits and drinks on a table or in their spirit house to welcome the new spirits. Elderly people like to meditate or pray the Dharma because they believe that any spirit that comes to their home will stay with them throughout the whole year and take care of their family. The second day is called ââ¬Å"Wanabotâ⬠and it is the day that they offer gifts to parents, grandparents and elders.In the evening of this day many Cambodians will go to the temple and build a mountain of sand to remember their ancestors who have passed away and have the monks give them blessings of happiness and peace. The third day is called ââ¬Å"Leung Sakkâ⬠and this is the first day of the new year. In the morning the Cambodians go to the temple an d perform a ceremony where the mountain of sand gets blessed. The last ceremony is called ââ¬Å"Pithi Srang Preahâ⬠and the purpose of this ceremony is to honor and to give a special cleansing to Buddha Statues, the monks, elders, grandparents and parents.During this ceremony the participators apologize for any mistakes they have made during the last year. The Khmer New Year is not only a great festival it is also an opportunity to pass on the Cambodian traditions to the next generation. The History of Khmer New Year Posted on April 10, 2009 by Chanroeun Pa| 4 Comments In ancient countries of Chompou Tvip (the central continent of the seven continents surrounding Mount Meru) the elder people adopted the Khmer New Yearââ¬â¢s date in Khe Mikase (January), i. e. he early year. According to the lunar calendar, they formerly chose three seasons including Heman Radov or winter, Kimha Radov ir hot season and Vasan Radov or rainy season. Since Chol Sakarach (Lesser Era) they have formally adopted the solar calendar and held the Khmer New Year Festival in Khe Chet (fifth month) that is a free time from their farming. Four main seasons in the solar calendar contain winter, spring, summer and autumn. The Khmer people have adopted the fifth solar month, known as Khe Chet, to celebrate their New Year festival.Usually, according to the solar calendar, the Khmer New Year falls on the 13th of April although sometimes it falls on the 14th of April. The auspicious occasion of the Khmer New Year is detailed in the astrological almanac and extends over three days. The first day is known as Maha Sangkran or ââ¬Å"Great Almanac Dayâ⬠, the second day is called Veara Vanabath or ââ¬Å"Worshipping Dayâ⬠, and the third day is known as Veara Leung Sak or ââ¬Å"Rank and Promotion Dayâ⬠. Of the three days Veara Leung Sak is considered the most auspicious.The history of the Khmer New Year is closely connected to the seven signs of the zodiac for the week. The le gend of the New Year is detailed in the Almanac which says: In ancient, happier times, a young man by the name of Thoamabal, the son of a tycoon, had an extensive knowledge of three Vedas (ancient books on Hinduism) by the age of seven. Thoamabalââ¬â¢s father built a temple under the spread of a large Chrey tree (a fig tree) on the banks of a river that was home to many species of birds. He had an innate ability that enabled him to understand the languages of birds. Thoamabalââ¬â¢s attributes allowed him to become a layman in charge of religious ceremonies for all classes of people. Upon hearing this news another religious leader Kabel Maha Prohm, decided to challenge Thoamabal with tree riddles. He vowed that if Thaomabal could successfully answer the riddles he, Kabel Maha Prohm, would be beheaded; however if Thoamabal could not answer the riddles correctly then it would be Thoamabal who would be beheaded. Thoamabal insisted on having seven days to answer the puzzling enigma until Kabel Maha Prohm agreed.For six days Thoamabal could not solve the problems and knew that he faced the prospect of being killed by Kabel Maha Prohm the next morning. He therefore decided to hide himself and let his life fade away by natural causes. He hid himself beneath a pair of sugar palm trees in which a pair of eagles were nesting, that night Thoamabal overheard the eagles talking. The female asked, ââ¬Å"What will we eat tomorrow morning? â⬠The male eagle replied, ââ¬Å"We will eat the flesh of Thoamalobal because tomorrow he is going to be beheaded by Kabie Maha Prohm due to his inability to solve the riddlesâ⬠.The female then asked, ââ¬Å"What are the riddles? â⬠The male answered, ââ¬Å"The first riddle is, where is luck to be found in the mornine? â⬠Of course the answer is that luck is on the face because people always take water to wash their faces. The second riddle asked, where is luck located at noon? It is on the chest because people a lways take water to wash their chests. Finally, the third question asked, where is luck located in the evening? The answer is that luck is on the feet because people always wash their feet in the evening.Thoamabal overheard all of the conversation and so happily returned to his temple. In the morning Kabel Maha Prohm came to ask Thoamabal if he could answer the three riddles. Thoamabal successfully answered each of the riddles. Kabel Maha Prohm realixing he had failed, called his seven daughters, who were maids of Branma, to learn of his fate. Kabal Maha Prohm said, ââ¬Å"Your father is foing to be beheaded in front of Thoamabal. If my head is set on the earth , if will set fire to Earth, if my head is thrown into the air, the rain will evaporate, if my head is thrown into the sea, the sea will dry up.Therefore I ask you, my seven daughters to get a holy metal tray on which to set your fatherââ¬â¢s headâ⬠. Having said this, he beheaded himself and his head was passed to Nea ng Toungsa, the eldest of his daughters. She placed her fatherââ¬â¢s head on the holy tray and then proceeded to walk around Mount Meru for one hour, respectfully keeping the tray on her right hand. She then took the tray to the temporary sanctuary of Phnom Kailas. At Phnom Kailas, Preah Visakam created a hall where seven holy glasses (Pheakabatei Saphea) were set. The glasses were for use by angels during ceremonies.Each year the seven angels took turns to invoke the head of Kabel Maha Prohm to and complete a holy procession around Mount Meru. Following the holy procession the angels returned to their heaven. The Seven Angels of the Almanac: If the annual procession talls on a Sunday then the day will be known as Toungsa, Monday is Kooreak, Tuesday is called Reaksa, Wednesday isà Kereney, Friday is known as Kemera and Saturday is Mahaotra. During the Khmer New Year Festival, youths gather to play popular traditional games such as Chaol Chhoung (throwing a ball) and Bas Angkun h (throwing brown seeds).The youths are normally divided into female and male teams to play these games. In some parts of Cambodia, e. g. Siem Reap and Battambang, they play a game known as the ââ¬Å"Trot Danceâ⬠. Trot performers dance and ask for alms from house to house in their village. A man will ride on a long curved stick with a deerââ¬â¢s head on one side and with a cluster of grass on the other side like the deerââ¬â¢s tail. Two men pretend to be hunters and are armed with a crossbow. When they receive alms they will donate it for the benefit of the local pagoda.In villages along the Mekong Riverinthe province of Kandal women gather to rowboats in front of the pagodas. This action is believed to appease the crocodiles. This custom originated long ago when many crocodiles lived in the river. In some villages, people trample on effigies to appease the ghosts that live in the trees near the pagodas and ask for happiness in the coming year. The Khmer people will gath er together and visit pagodas and temples on the occasion of the Khmer New year. Each year many residents from other provinces visit Angkor Wat to worship to the powerful gods and trace their ancestorsââ¬â¢ heritage.
A Project-Based Learning
A project-based learning approach is extended in which knowledge acquired in water resources engineering lessons is utilized to devise a storm-water management scheme. The goal of the project is to accentuate the significance of assessing design skills attained in the coursework. The students are expected to apply an understanding of material they learned from their lessons in water resources engineering and environmental engineering; which led them to develop a solution for storm-water management scheme. Also, the project aims to introduce students to the power of internet resources and computer technology and quickly carry out the many iterative analyses often required at the detailed stages of design. Considering the importance of project-based design work in enabling proficiency attainment and understanding fundamental natural resources along with engineering concepts are discussed with an approach proposed for facilitating the assimilation of design teaching within water resources engineering course. Approach presented seeks to exploit student enthusiasm for engineering project work in order to enhance an understanding for water resources engineering. The design project considers a ââ¬Å"realâ⬠problem, i.e. storm-water management system. It is argued that reality plays an important role in maintaining student commitment, which is essential for effective learning. This paper provides an overview of how design teaching can provide an integrating theme within a water resource-engineering course. The emphasis of the current approach on student-centered active learning rather than the traditional passive learning methods is also discussed. Finally an assessment is made of the project-based approach to design teaching and its ability to develop an understanding of engineering principles, to develop skills in various software packages, and to maintain student enthusiasm using active learning techniques. Design teaching is seen as important, both in itself and as an integrated theme running throughout environmental degree courses. One of the prime objectives is to demonstrate the requirement for integrating the material covered in traditional environmental engineering courses within a design context. In this way, the importance relevance and application of water resources and environmental engineering courses can be emphasized. In addition to this, it is recognized that project-based work is important in developing student enthusiasm for engineering and can therefore provide a mechanism for maintaining the required levels of interest throughout the course. Design projects are very often carried out with the students working in groups, which can be applied to develop teamwork and effective communication. One of the major advantages of project-based design work over traditional, formal lectures is that it is student-centered, requiring active learning rather than the passive acquisition of information through lectures. Although the amount of material that is possible to cover within a single design project is demanding in terms of both student and faculty time, it is argued that project-based work may be a more effective method for acquiring knowledge and developing understanding. The importance of reality in effective design teaching has been highlighted by other authors who argue that the production of the artifact or system designed is an essential part of the educational process. Project-based design teaching often provides the opportunity assessing an existing design through an audit or for producing a new prototype, which would not normally be possible within a conventional lecture coarse. Project-based teaching, therefore, offers the additional advantage to students of dealing with real problems and it is arguably more tangible than other teaching techniques. Although formal lectures provide an important means for acquiring knowledge, it is suggested that students often have more difficulty in understanding the material and seeing the relevance in course material when it is delivered in this way alone. The educational objective of project-based design teaching within water resources and environmental engineering degree courses are not always fully appreciated. Therefore, it is the aim of this paper to discuss a range of objectives and show how they may be achieved within the context of a particular stormwater management design project. A shelter belt system along with a stormwater transfer management system was analyzed using EPANET2 and EPANET2 at SWMM5 design software packages. The shelter belt technology is a proven technology being used in Germany and the Netherlands for controlling stormwater. It was combined with the most-advanced Japanese water transfer technology. A group of students worked on the software packages to simulate the experience while another group of students worked on stormwater management using rainwater gardens and calculated various parameters. Students were encouraged to search for the information on the internet and other sources. Required information and guidance were provided by the instructor. The projects aim to demonstrate the importance of integrating water resources and environmental engineering in the design process as well as to develop team work and communication skills. In addition, it is student-centered, requiring active learning. The project-based development, which enables the advantages discussed above to be achieved, is recommended as one that could readily be adopted within environmental and water resources engineering courses. In the following sections, an outline of the project specifications is first given. The educational objectives are then presented in detail and the educational value of project based design teaching is discussed. However, before discussing the detailed aspects of the design projects, it is helpful to consider the present projects in the context of an overall design model (a range of design models is discussed). The design process may be considered to comprise the following well-established phases: project specifications, common conceptualization, manifestation, and detail. This process pertains largely to original designs, but aspects of the overall process are also relevant to variant design into which category the current design projects in general fall. In variant design, an existing design solution is adopted and modified. Therefore, the present design projects identify a case study in variant design. The generation of design solutions requires some consideration of the original design process discussed above. But the majority of the project is concerned with the detailed design phase.Specification of design projects: The following projects were conceived based on the interest of various groups of students:Using shelter by technology for effective stormwater management.à Use of rainwater garden for stormwater management.Designing stormwater management for rural areas.Applying SWMM5 for real life data from Toledo, New Orleans, and Flint.The students were required to choose their topic in the beginning of the semester and were expected to carry out a litereature review, which was part of their final report.In addition, students were allowed to explore all the internet resources and EPA software, such as SWMM5. Objectives: The ultimate aim for the students is to establish a strategy for dealing with stormwater due to hurricanes (e.g. Katrina, Harvey).The aim is achieved by ensuring the following specific objectives are met: ? To use rainfall data.? To estimate runoff based on the current features for a particular site.? To explore possible solution for the problem.? To employ SWMM for modeling purposes.? To calculate various parameters manually.? To use EPMNET2 for finding the water transfer.The design projects are structured in this way to ensure that particular educational objectives are achieved, and these are discussed for each of the above items in a later section. Methods: The design project is carried out over a period of 12 weeks with a total of 10 hours allocated for the project. Students were encouraged to utilize Blackboard for communicating with the instructor and among themselves. During the first session, students came up with their interested project topic selection. If for any reason students were unable to come up with a topic, the instructor helped them by suggesting alternative topics. Students were given specifications and guidelines on a weekly basis depending on the progress they made on their projects. Students using the software were given a step-by-step procedure for utilizing the software package. Some exercises were also prepared for the students, which were directly related to the project. The first session concludes with a discussion of the project specification between the project supervisor and the students enabling any initial problems to be overcome.At the beginning of the second session, it is expected that students will generate a conceptual diagram along with data and tables, which can be utilized towards laying out the flow of the project. Students utilizing the software were expected to learn the software. In the second session, students are expected to identify all the necessary specifications and to comment on their effect on the success of their projects. This is carried out by means of discussions during the second session with the project supervisor. By the start of the third and final sessions, students are required to present their findings in the class and critique by other groups. In the fourth session, they were required to write the final report, whichreceived comments by the project supervisor. Assessment/feedback: The work of the students is assessed by a group project report that shows details of all the hand calculations and details of the proposed design. A project report rubric was provided by the project supervisor to the students in the beginning of the semester when students came up with the project topics. Their final presentation was also assessed according to a presentation rubric, which was also posted in the same manner. Assessment is carried out in particular to identify the following: ? The ability to generate a simple model for a complex stormwater problem to enable realistic operating conditions to be calculated.? The ability to employ environmental and water resources engineering concepts.? The ability to interpret the results obtained.? The ability to produce a well-structured technical report in which arguments are put forward cogently and design decisions are justified.Feedback to the students takes place throughout the course of the project through discussions with the project supervisors and detailed comments relating directly to the students' reports. Educational objectives:Use of design, knowledge, and making simplified assumptions.Manual calculations.Discussion/conclusions: The design projects discussed in this paper had been run for six months, with some modifications as feedback became available. It is argued that the projects are successful in demonstrating the importance of environmental and water resources engineering within a design context. Furthermore, it provides an integrated approach combining computer software, environmental and water engineering, and design for the consideration of a real design problem. In this way, it is suggested that it is possible to maintain the students' interest and enthusiasm for environmental and water resource engineering through the use of project work. At the same time, this develops students' understanding of the required engineering and design principle. In addition, it develops students' skills in the use of computer software. Environmental and water resources engineering degree courses have been discussed in terms of the need for knowledge acquisition, the acquisition of skills, and the development of understanding. The projects described in this paper requiresknowledge acquisition, the accumulation of actual information, and the developing understanding of computer skills. The approach presented is effective for the development of understanding because it is student-centered, requiring active learning. It requires the students to express their understanding of concepts and discuss them, and to get rapid feedback during the discussion. The process of carrying out design projects in this way is closer. Therefore, to a tutorial approach to teaching and learning than to a lecturing approach and therefore has many advantages. The disadvantage of the project-based approach largely relates to instructor and student time requirements. In addition, it is argued that within given design projects, only a limited domain of environmental and water resources engineering can be considered. The project based approach to student learning, therefore, needs to be run in parallel with more traditional methods but cannot replace them. The projects discussed in this paper are highly suitable. It is argued for inclusion within conventional, environmental, and water resources engineering courses. This would then fulfill the purposes of both reinforcing the understanding of environmental and water resources engineering principles in a way that maintains the students' interest and enables the environment and water resources engineering courses to be run in an integrated way with the design teaching. The importance of design as an integrating theme running throughout environmental and water resources degree courses has not been established. There is growing concern among industrialists and employers of graduate environmental and water resources engineers of the way in which computer software packages and applying knowledge to real world problems are used. These design projects discussed in this paper address this issue directly and it is suggested that a more questioning attitude among students in the use of software packages achieved with a more integrated approach to engineering and design teaching. The importance of reality in teaching engineering design has been discussed by several authors since it is found that much greater impact and lasting effect on memory may be achieved if these students can see the necessity for what they are doing for the real world. The present design projects considered a stormwater management problem and the students applied their knowledge obtained through several sources.

While the company generates about $500 million, over 20 percent of this revenue comes from sources other than airline tickets. Some of the additional revenue sources include $208 charged for passengers who change names on their boarding pass, exces sive luggage fee of $28 per kilo, a boarding pass fee of $40, a reserved seat fee of $13, credit card use fee of 2%, a checked musical instrument fee of $83, a bottle of water that is sold to customers at $3.50. These and many other types of fees that are charged in the cabin have attracted a lot of controversy, regarding their legality and ethical grounds. The employees of Raynair are also not left out in the ethical controversy that surrounds their employer. They are the ones who are forced to charge the customers these controversial charges. Consumption of AmED is thought to have a correlation with high-risk behavior and negative effects on the consumer. Several research articles have examined the various facets of this practice. Some of the points of consideration that have been researched include the motivations behind consuming AmED, the effects of consuming AmED on alcohol consumption and the likelihood of engaging in risk taking behaviors after consuming AmED compared to alcohol alone. This literature review will examine the following four articles in an attempt to explore this area of research. Energy drinks are beverages that boast the ability to provide the consumer with an increase in energy. Energy drinks frequently contain large amounts of caffeine. The upper daily recommended limits for an adult in regards to caffeine is XXX. Levels of caffeine can be up to 300mg per serving. A 6oz coffee contains 100mg. The caffeine from energy drinks is known to have a stimulating effect on the nervous system. Many brands of energy drinks contain additional chemicals including plant-based stimulants (guarana and yerba mate). The effect of these on the body is not well understood as there has been little research. Simple sugars such as glucose and fructose are also found in some energy drinks. Other potential ingredients include glucronolacteone (a naturally occurring metabolite), amino acids (taurine, carnitine and creatine), herbs (Ginko Biloba and ginseng) and vitamins. In a research paper by Peacock and Bruno (2012a), patterns of use and motivations behind the consumption of AmED were examined. The focus of this investigation was to examine the motivation of participants to consume AmED through self-reporting techniques in the form of an online questionnaire. The sample of 400 participants aged 18-35 years who had reportedly consumed AmED in the past 6 months. The results of the study indicated that 75% of participants used AmED for energetic purposes, 50% reporting use to extend their stay at a public venue, 60% claimed they were motivated by situational circumstances, such as mixed drinks containing ED, 40% reported sharing AmED with a companion, 20% used AmED to mask the flavor of alcohol, 50% of the sample reported using AmED to have more fun and only 33% reported consuming AmED to get more drunk Peacock al et (2012a). In addition to taste and situational reasons, the participants in this study appeared to be motivated by functional and hedonistic outcomes. Only a small number of participants being motivated by the desire to increase the level of drunkenness or experience similar effects to elicit drugs. A study conducted by Oââ¬â¢Brian, McCoy, Rohdes, Wagoner and Wolfson (2008), where by responses from 4,271were recorded via a web based survey. Participants who consumed AmED in the past 30 days reported consuming significantly more alcohol in a typical drinking session as well as reporting more drinking sessions than those who did not consume AmED Oââ¬â¢Brian et al. (2008). AmEd consumers also reported episodes of weekly drunkenness and among the sample who reported consuming AmED a single drinking session consumed 36% more than students who didnââ¬â¢t not report consumption of AmEd. The results of Peacock et al. (2012b) indicate that although risk taking behaviors occurred during sessions of consumption of both alcohol and risk taking behavior that occurred with AmED was statistically less than the risk taking behaviors that occurred in alcohol alone sessions. However consumption of AmEd did result in higher negative physiological and psychological outcomes than those reported from consuming alcohol. Verster, Aufricht and Alford (2012), conducted a review of articles of articles relating to the consumption of AmED. It was revealed through a critique of multiple correlational studies that there are currently insufficient properly controlled studies to draw any firm conclusions regarding the effects of AmED. Conclusions reached in their report were that only a minority of the student population occasionally consumes AmED Vester (2012). Research also suggested some evidence that AmED may result in an increase in some aspects of alcohol- induced performance impairment. There is no consistent evidence that alcohol alters perceived levels of intoxication, no evidence that consumption of ED causes an increase in alcohol consumption, no direct evidence exists to suggest that ED is linked to drug and alcohol dependence or abuse. A personality predisposed to higher levels of risk taking behavior may be the primary reason for increasing alcohol and drug abuse and that AmED may be a component of that lifestyle. The literature available relating to AmED consumption is insufficient. Presently there is an insufficient amount of evidence to link the consumption of AmED to an increase in risk taking behavior, increase in consumption of alcohol or negative effects on health. To understand the true effects of AmED further research is required. To draw more concrete conclusions about the effect of AmED there is a need for more complex and properly controlled clinical studies need to be undertaken. Research design needs to explore relationships with a within subject design whereby the relationship between the ingestion of AmED and the consumption of alcohol is further explored and documented.

Further, the elementary education plays a very leading role in acquiring larger positive externalities to the society. The provision of elementary education is one of the central responsibilities of the government. Many economic theories also suggest substantial role for the government in providing of basic education. All states in India have undertaken the responsibility of providing elementary education to their citizens. Voluminous government expenditure was increased on education across the states, but there is no significant achievement among the states in terms of educational outcomes. This chapter makes an attempt to review the available literature to understand the theoretical linkages of development and problems involved. The review of literature very helpful in understanding the research problems and explore the research gap and identify the ways that lead to solve the problem. A: Theoretical Models of Public Expenditure on Education Review of literature is divided into two parts. The first part represents the theoretical literature on financing of education, public good discussion, externalities involved with education and government intervention in the provision of education in the system. The role of education in economic development and important factors influencing on productivity and externalities involved also discussed here. The second part describes empirical studies on relationship between education and economic growth, inter-state variation in educational performance, efficiency of education system and factors influencing educational expenditure. Finance is commonly referred as providing funds for commercial activities. Public finance includes both public revenue and public expenditure, which plays an important role in influencing the other variables in an economy. Public expenditure is referred as the expenses incurred by the Government for the maintenance of the government responsibility and to stimulate the welfare of the society. Financing is an economic activity of the government to provide and manage necessary resources for satisfying the needs of the people. Education is not a pure public good, because in certain situations education might violate the principle characteristics of the public good such as non-rival and non-excludability. But education in general or elementary education in particular is considered as social good or collective good, which produces various positive externalities and social advantages to the society. Several economists have supported public expenditure on education for providing better educational opportunities in the society based on the argument that expenditure on education impacts economic development positively. During the ancient period most of the countries were following the laissez faire policy, where market forces play dominant role in adjustment of the economy. The role of the state was limited. Even under laissez-faire policy, the Government was expected to perform certain functions. According to the father of economics, Adam Smith (1937)[1] who provided a broad platform to laissez faire policy, the government has three important functions. They are Protection of society from foreign invasion. Maintenance of law and order and justice in society. The correction and maintains of public works such as educational institutions for the instructions of the people. Smith greatly emphasized the role of public finance and emphasized the need for providing public services to the poor to live and maintain their human dignity. J.S. Mill (1848) is another well known classical economist supported Adam Smiths laissez faire policy in administration of the government. He purposefully divided the functions of the government in laissez faire into Ordinary and Optional functions. The ordinary functions are defence, maintenance of law and order and other functions essential for the maintenance of the system. On the other hand the Optional functions such as education, health, family welfare and others have positive impact on economic growth the long run. In his argument he also encourage government role in advancement of public expenditure because Individuals are unable to evaluate the utility of certain goods, Lack of foresight may prevent individuals from consuming the valuable goods. Monopoly power or high prices necessitate government intervention in the provision of primary education. For the first time Adolph Wagner[2] (1835ââ¬â1917) has commented on increasing state activities and through his experiment he found a positive relationship between public expenditure and economic growth among the selected countries. He postulated that when economy moves towards higher economic development path, public expenditure of the state also increases. The increasing public expenditure contributes to economic growth in various ways. In contrary, Peacock and Wiseman[3] (1967) argued that the natural course of advancement and structural change in the economy, leads to constant and systematic expansion in the public expenditure. According to them public expenditure in the system will not continuously increase. It depends on the shocks and stimulus response in the society. The Voluntary Exchange Theory was developed by Knut Wicksell (1896), Eric Lindahl ( ), Howard Bowen (1948)[4] and Musgrave (1939)[5]. It suggests that the resources in public sector should also allocate in the same manner as in such a manner to their allocation in the market with its price system. Through this theory they argued for tax collection and public spending for improving the welfare of the people. Dalton[6] postulated the public expenditure theory (1967) and according to him maximum satisfaction can be yield by striking a balance between public revenue and public expenditure by the government. According to him economic welfare is achieved when Marginal Social Sacrifices (MSS) due to imposition of taxes is equal to Marginal Social Benefit (MSB) due to government spending. Prof. Pigou argued that net social benefit (NSB) is maximized in the equilibrium condition of MSS = MSB. Public Expenditure and Decentralization Since the SSA adopted decentralized model in government spending on education, theories relating to the public expenditure, decentralization and governance are reviewed. Fiscal decentralization theorem (Oates, 1972) states that sub central governments have a comparative advantage in providing public services due to heterogeneity preferences of the people residing in different jurisdiction. He strongly argued for the decentralization in the administration and performing the functions. According to him decentralization will bring good governance at the local level and satisfy more human wants through effective public expenditure. Public expenditure and Distribution Dreze and Sen (1989) propounded public support led strategies. According to them the holistic development of the system is possible only where each and every individual has a good standard of living. In many ways, they are very much like the old man sipping brandy while hiding in the shadows of the leaves in Hemmingway's cafe. And in many ways, I am like the young waiter, anxious to leave. The young waiter seems selfish and inconsiderate of anyone else. In the beginning of the story, he's confused why the old man tried to kill himself. "He has plenty of money," he says, as if that's the only thing anyone needs for happiness. When the old man orders another drink, the younger waiter warns him that he'll get drunk, as if to waver his own responsibility rather than to warn the old man for his sake.
